Internet bullying might be decreased… if the Missouri Legislature has anything to say about it, that is. A new bill, which was passed by an overwhelming margin in both houses, makes it possible for the state to prosecute those who use electronic devices to harass others. Previously, the harassing statement had to have been hand written or made in a phone conversation. This expansion of the law, is the direct result of the death of Megan Meier, a thirteen year old girl who committed suicide after being harassed on MySpace. The bill is currently awaiting the approval of Governor Mark Blunt.

Elsewhere, Czech developer Grisoft has released AVG 8.0 Free Edition, the latest in the popular line of anti-virus protection. Like its previous incarnations, AVG 8.0 Free removes all of the extraneous programs and tools that most users ignore, choosing instead to focus on what it does best: virus protection. While the aforementioned “bells and whistles” are available, the user will have to pay for them. We suggest sticking with the Free edition and using other freely available programs such as Ad Aware, Spybot Search and Destroy, and Hijack This to remove the nasties AVG overlooks.

It’s pretty straight forward- you just need to download the free GPG application and the encryption plugin for Firefox. After that, you can send and receive encrypted messages with Gmail. Next, YouTube has expanded its Insight application with demographic reports. Insight is the recently released addition to the YouTube control panel that allows you to track who sees your videos and when. Now you can easily track who’s viewing your videos based on age, gender, or a combination of the two, in addition to the previously implemented geographic metrics.

And finally, Abobe has released an update to its Flash Player. Version 10 now supports Linux and sports an improved interface . Most of the improvements are made for developers — perhaps most noticeable for the end user is the speed increase, giving any website that uses Flash a noticeably faster load time.

Adobe Photoshop has finally joined the Free Line Bandwagon, by offering an Express version of its software to online users – for free. The Express version of the software is extremely stripped down, and means to convert customers to the boxed versions of Adobe Elements and the full version of Photoshop. But that’s ok – it’s a start. And if you just need simple editing tools, Adobe now gives you a choice.

Right away, comparisons are being made of the various online photo editing options. Aviary, an online photo editor that is a complex and impressive tool in its own right, slammed Adobe’s offering in a blog post that compares the latest online based photo editors. It compares Aviary’s own utility, Fotoflexer and Picnik against Adobe’s Express, so if you’re looking for such a tool, check out this head to head comparison. Which by the way is an awesome example of the different kind of tricks you can do in Photoshop, like putting Colin Ferrel’s face on Tara Reid’s body. In the end this doesn’t matter — you get quality tags fast and free for your digital photos!

Apple has released a new version of the Safari web browser, but this one works on Windows. That’s right – Safari is still free to download and no longer just for Macs. There may even be a Linux version in the near future. Plus, this new version of Safari is sleek and smaller than before, and it supports all the latest web technologies like HTML 5 and CSS 3, and it allows you to use web applications like Gmail and Google Docs — offline.

Ajax and javascript can really improve the look and feel of your web site, but unless you’re a javascript programmer, that doesn’t help you very much. Yahoo brought out a new three year plan to grow their revenue by 73 percent. Most of the projection involves beefing up key components like the click thru rates in search, display and video ads. These projections seem a bit optimistic juxtaposed against their current financial woes, but we’ll see.

Adobe announced that with Apple’s release of the iPhone Software Developers Kit, they can start making a version of Flash that will work on the iPhone. Until now, lack of Flash support on the iPhone has meant a weaker web browsing experience for iPhone users who could not access anything created in Flash — like half the internet.

Backed by Hummer Winblad, Slide Rocket is taking the functionality of Power Point to the internet, and even improving upon its features. Right now, the program is in private beta, and getting impressive reviews. When it is released later this year there will be a free version and two paid versions, giving you yet another way to create slick web based presentations.
